98. City of God (2002)
directed by Fernando Meirelles
Fernando Meirelles takes the inspiration of Martin Scorsese to heart in making this movie. And not just the propulsive and striking editing and cinematography. The reason City of God stands out is that there is a heart beating and a mind thinking under every moment of explosive violence. It may be a cross between coming of age drama and action/adventure but, first and foremost, it is one of the most important sociopolitical films of the decade.
