The authorities weren’t after the family because they were “other”, but because they happened to have been in the path of the monster. And a quarantine is the perfectly sensible reaction to an actual epidemic, the government just happened to be wrong about that being the case. I take it as a satire of the incompetence of the South Korean and U.S governments, not as an argument that no government should have that kind of authority.
