    That’s not quite accurate. The French Army had been defeated, but the Germans hadn’t taken over the whole country yet. The Vichy government was formed by what remained of the Third Republic government to sign an armistice with the Germans. It was called the Vichy government because it was relocated away from Paris, due that part of France being in the German occupation zone. It was only after the western Allies invaded the French colonies of North Africa that the Germans decided to revoke what autonomy remained to the defeated French and occupy the whole country.
